Hanns Seidel Foundation (HSF) works in the service of democracy, peace and development in Bavaria, Germany and beyond. Since more than 50 years, HSF has been a respected global partner on good governance, the rule of law, and contacts with Germany.
Currently, the Munich-based foundation is implementing more than 97 projects in about 71 countries worldwide, including Pakistan. Being the first German political foundation to work in Pakistan (website in German), HSF Pakistan has strengthened parliamentary and academic structures while pursuing a partnership-based approach that focuses on ownership by local organizations and transparency.

Due to the initiative of former Minister President of Bavaria Franz Josef Strauss, HSF has been active in Pakistan since 1983. After the establishment and management of a technical training center in Loralai in Balochistan, HSF opened an office in Islamabad in 1993 thus extending the scope of its work across the whole country.
Since then, HSF has been collaborating with the secretariats of both parliamentary chambers as well as with research institutes, think-tanks and public universities for the purpose of strengthening federal and democratic structures in Pakistan.
Today, the Foundation is regularly involved in activities all over the country with a focus on the federal capital Islamabad, and the provincial capitals of Karachi, Lahore and Peshawar. In addition, the Foundation is devolving her project work into the urban centres and mid-size cities in the provinces of Khyber Pakhtunkhwa, Punjab, and Sindh.
HSF Scholarship Programme
HSF provides scholarships to study at universities in Germany to young Pakistani graduates and postgraduates who are exceptional in their academic performance. The eligible candidates are preselected by HSF’s Pakistan office. The funding is granted for a span of five to 24 months depending on the project.
Financial assistance
The program financially supports graduates with an amount sum of 850 EUR/month who hold a completed degree equivalent to a German Bachelor’s degree. An amount of 1200 EUR/month is given to those who are doctoral candidates or are holding doctorate degrees. They can also hold degrees recognized as equal to German degrees. Other forms of financial support include travel expenses, one-off payments and printing costs and can be provided depending on the budget available to HSF.
Requirements for the applicants
The applicant (less than 32 years of age) must:
hold a university degree with an outstanding academic record.
have verified competence and experience in the field of independent research work.
have proven socio-political commitment.
have a proven good knowledge of the German language.

In order to apply for the HSF Scholarship Program the application documents must include:
certificates
letters of recommendation
expert opinions
written proof of admission to a German university
detailed description of the research project or further special training
letter from a university teacher confirming his/her supervision of the applicant.
