Consultant Data Scientist

· This role will be to act as expert in the field of Predictive Analytics to exploit new analytic and statistical tools, to produce insight into our customers, and to undertake predictive and behavioral analytics driving evidence-based resource decisions.

· The post holder will be expected to act independently as the expert, to drive analytical insight into department wide problems. Their recommendations will be complex and include a range of options, which have been rigorously tested.

· Decisions will affect all work areas in terms of enforcement and compliance of FBR. They will provide advice, direction and support to existing staff within the FBR to enhance analytical capability in terms of algorithm development to predict taxpayer outcomes and help design actions to encourage compliant behavior as well deter non-compliant behaviors.

· They will have a pioneering role with responsibility to significantly enhance the FBR’s analytical capability in a sustainable way. Their advice, guidance and recommendations will be key to inform decision making and compliance strategy for FBR using data driven analytics.

· The post holder will work alongside existing technical staff and mentor, develop and deepen the predictive modeling\data science skills in the team. The post holder will be able to demonstrate successful applications of predictive modeling techniques across a range of applicable industries.

ESSENTIAL KNOWLEDGE AND SKILLS

· The post holder will be able to critically challenge analysis employed in their business and provide constructive, pioneering alternatives to drive significant improvements.

· Support the innovation and improvement of risk, customer relationship management (CRM) and cost modeling to improve end to end processes to meet organizational objectives.

· Extensive experience of analyzing large and complex datasets

· Familiarity in algorithm development which may be categorized as Artificial Intelligence, Predictive Analytics, Data Mining or Machine Learning and networking.

· The post holder will already be demonstrably expert in the fields of predictive analytics using a variety of commercially available analytical IT tools, e.g. SAS, R or Python etc.

· Extensive hands-on experience of credit/risk and/or behavioral data analytics in a large organization and have previously held posts with significant levels of responsibility for analytics, business intelligence, CRM or credit/collections risk management.

· Experience of delivering risking and analysis projects balancing the cost, quality and timing variables as necessary to effect successful delivery within agreed constraints.

· Significant experience (ideally 5 years +) in a post with a project lead responsibility for operational applications of propensity/risk analysis strategies in a major tax authority, financial services, telecoms, retail organization or similar.

· A minimum of a 4 year Bachelor’s degree or Masters in a numerate discipline, e.g. Data Science, Data Mining, Operational Research, Physics, Statistics or Computer Science from recognized local or international university

· Strong quantitative and technical skills.

· Experience of mentoring and developing teams in a complex analytical environment.

· Ability to engage effectively with senior business users through clear and professional written communication, contributions to meetings and presentations.

· An appreciation of Big Data technologies such as Hadoop and Spark and Mapreduce .

Desired Knowledge and Skills

· Knowledge of performance indicators used to monitor risk portfolio performance.

· Experience of segmentation and marketing analytics approaches.

· The successful candidate will need to have a good general understanding of BI tools and techniques such as Cognos, Business Objects, and Tableau.
