Assist the Executive Director, NITB in developing vision for e-Government initiatives and embedding e-Governance in the federal ministries/divisions and affiliated departments.
Manage the Strategic Planning & Consultancy Services (SP&CS) directorate while exercising his/her team building and leadership skills.
Drive SP&CS initiatives in terms of quality, methodologies, expertise, tools related to e-Government needs of GoP.
Exploit strong planning and consulting skills to evaluate complex technology investment options and shape strategies through structured recommendations.
Ensure in coordination with Admin & HR Directorate that NITB is constantly staffed with skilled resources well-conversant with new developments in IT sector;
Identify, evaluate, deploy and manage emerging technologies capable of supporting current & future organizational goals.
Proactively identity areas for IT interventions and international e-government best practices that have a potential to be adopted for GoP.
Facilitate federal government agencies for devising e-government projects PC-I and PC-II and detailed project plan.
Conduct training needs assessment for the federal government employees and design corresponding IT Capacity Building Programs. Build standards, SOPs and best practices with regard to acquisition and implementation of ICTs in federal ministries and other government organizations.

b) The initial period of contract appointment is two years (extendable). a. The positions offer salary package/benefits as admissible under the Government MPs Scales, MP-II Scale (181,050-18,150-181,500) and MP-III scale (127,050-18,150-181,500) (alongwith house rent, car monetization and utilities allowance. Master’s Degree (equivalent to 18 years education) in the field of Computer Science/Information Technology/Information Security /(IT related to Science and Engineering disciplines) from HEC recognized local or foreign university with at least thirteen (13) years of total experience in relevant field inclusive of three (03) years at senior management level or Bachelor’s degree (equivalent to 16 years of education) Computer Science/Information Technology/ Information Security / (IT related to Science and Engineering disciplines) with fifteen (15) years of total experience with minimum three (03) years of senior management level position in ICT related environments with ownership and full accountability for managing multiple clients simultaneously. (senior level implies not below than N-3 level of reporting in an organization, where N denotes the Head of Organization).
Candidate with additional MBA Degree and Project Management Certification will be preferred. Skills: S/he needs to be a strategic thinker with strong experience gained within ICT consultancy or strategy & planning function within a large IT/IT-enabled services or telecom service provider or in public sector.

The candidate must demonstrate the ability to form strong relationships with stakeholders of various government departments, proactively identifies areas for ICT intervention and formulates re-engineering and automation solutions.
To successfully deliver ICT consultancy services to the federal government departments, the candidates will be expected to demonstrate in–depth understanding of state-of-the-art and emerging technologies, with strong analytical and BPR experience and exposure to hybrid project management practices, including waterfall and agile/scrum methodologies or other hybrid modules. Excellent communication, negotiation and relationship building skills with the ability to interact with and manage diverse stakeholders are mandatory. Proficiency in project and resource planning using automated tolls such as Microsoft Project, Agile oriented tracking tools/methods is essential for fulfilling the job requirements.
