Background
The Government of Khyber Pakhtunkhwa (GoKP) has adopted a multi-year Accelerated Implementation Program (AIP), 2019-2022, to address the key development gaps in the Merged Areas (MA), erstwhile Federally Administered Tribal Areas (FATA). AIP is the first programme under the Tribal Decade Strategy (TDS) of the government that seeks to address the development lag in the MA and bring them at par with the rest of Pakistan. UNDP is implementing its Merged Areas Governance Programme (MAGP) as a key partner in the process of erstwhile FATA development. For that purpose, the Planning and Development Department of the GoKP is an essential government counterpart for the MAGP’s technical assistance.
Description
The MAGP aims to engage the services of Resources on Call (ROC) to assist the GoKP in developing and implementing high quality interventions and projects in the MA under the Vital Economic Opportunities and Markets (VEOM) Task Team. This engagement will comprise intermittent technical work over 2 months with a possibility of extension.
It is an invitation to accomplished senior level technical experts to apply academic knowledge and cumulative experience for policy and research support in the areas of economic growth, public finance, job creation, sub-national governance, etc. to solving real life problems in the MA through potentially remote work as well as mutually workable timeframes.
Furthermore, the services of these experts will be engaged in the Special Emphasis Programme (SEP) work within the context of the AIP for the MA. The SEPs are context specific initiatives that aim to achieve results in a short span of time within the priority development sectors, such as skill development, income generation, employment creation, livelihood opportunities, etc.
Keeping in view the specific context of the MA, SEPs will be designed and implemented to create opportunities that will increase economic and employment prospects for both men and women, particularly youth, in the MA. The experts will lead on the design and steer the implementation of the SEPs in the following areas under the VEOM Task Team:
- Economic Development in the MA to reduce Poverty and Unemployment
- Small and Medium Enterprises including Marble and Mineral Sectors
- Skills Development and Vocational Training leading to Employment Creation
- Policy Research and Advocacy for Jobs and Livelihoods particularly the Youth
- Economic Growth Initiatives including the Promotion of Agriculture and Allied Sectors
- Strategy for social enterprise development including education and health services
- Public Administration and Finance for Industrial and Trade Infrastructure
Responsibilities
- Review currently available credit schemes and identify factors affecting credits use by SMEs in KP and MA
- Develop financial products that are MA specific under the various credit schemes already offered by Federal Government, Provincial Government and SBP
- Develop specifically a mechanism to invest Government of KP funds preferentially in the MA and possibly in a way to continue such investment incentives from the earnings of the funds on sustainable basis.
- Develop financial products that require full or partial financial support from KP Government for enhancing access to credit in KP in general and MA more specifically
- Develop modified legal, financial and administrative framework for implementation of credit access schemes on a sustainable and affordable basis.
- Draft concept notes, implementation frameworks and project documents on given topics
- Additional tasks and responsibilities assigned by the Lead Economic Adviser MAGP
Requirements
- Master’s degree or doctorate in Economics, Development Studies, Public Administration, or any other relevant field of study from a reputable national or international university
- At least 5 years of demonstrated high-end experience in one of the areas of economic growth, public finance, job creation, sub-national governance, etc.
- Working knowledge and experience in the relevant development sector of Pakistan
- Good understanding and knowledge of the KP region, especially the MA
- Fluency in the English and Urdu is required. Fluency in Pashto is highly desirable
- Excellent interpersonal communication skills
- Readiness to provide intermittent technical inputs in a fast-paced work environment
- Competency to work under stress and to multitask under tight deadlines
- Acting as a team player and facilitating teamwork within MAGP
- Excellent skills in report writing and presentation delivery
- Positive attitude with a mindset to deliver development services in a professional manner
