Job Description

TITLE: Twinning Expert

DUTY STATION: Peshawar (with travel to Merged Areas)



DURATION: 50 Working Days

The Newly Merged Areas (NMAs) of Khyber Pakhtunkhwa (KP) (former Agencies of the Federally Administrated Tribal Areas FATA) and hereinafter referred as NMAs[1] span the region bordering Afghanistan and Pakistan’s Province of KP. The NMAs remained one of the most underdeveloped regions of Pakistan, enduring decades of marginalization and economic deprivation. Livelihoods and employment remain critical issues related to both social and economic development, and to matters of stability and governance. The passage of the 25th Constitutional Amendment with political consensus and its subsequent presidential approval on 31st May 2018 signaled a historic change and will fundamentally alter the lives of 5 million inhabitants of NMAs.

UNDP Pakistan aims at strengthening the capacities of concerned administrations prior to the local government elections in the tribal districts. In this regard, the project Inclusive Capacity Building of Local Governments in Seven Tribal Districts was implemented in the years 2019 and 2020. The intervention focused on improving the local government capacities to better perform their functions in the Newly Merged Districts.

In the two first years of implementation of the programme, UNDP successfully introduced and made efforts to institutionalize the concept of twinning (or mentoring) in selected TMAs of the Newly Merged Areas as a capacity building and knowledge sharing tool. Before this intervention, twinning was never practiced in Khyber Pakhtunkhwa. Hence delays, hitches and slow response were expected. Its introduction was bound to face challenges, which were successfully overcome through efforts at high level (the office of Minister and Secretary Local Government and their formation) and at the operational level (with the TMAs) to get twinning accepted and relied upon.

UNDP is now implementing twinning for a third year. UNDP will not only strengthen the institutionalization of twinning but also to deepen this concept in selected TMAs of the Newly Merged Areas by expanding its scope which includes the (i) deepening of twinning concept; (ii) strengthening provincial oversight through twinning; and (iii) further building the TMA’s capacities.

  • Past experience of similar assignments;
  • Excellent interpersonal, team working and communication skills;
  • Excellent Report-writing skills (English).
