Job Description

Title: District Communications Officer for North Waziristan

Duty Station: Merged Areas/Peshawar

Type of Contract: Employment

No. of Positions: 01 Positions

Duration: 7 Months


The United Nations Development Programme Merged Areas Governance Project is a project across the Merged Areas to build the capacity of government institutions and assist the Government of Khyber Pakhtunkhwa (GoKP) in the integration and mainstreaming of these districts. The project will provide technical assistance to introduce and enhance inclusive and responsive governance structures, support the extension of rule of law institutions and services, implement evidence and information-based policy and planning, improve financial and economic management and build implementation capacities at all levels. The project is implemented using a Problem-Driven Iterative Adaptation (PDIA) methodology to deliver needs-based and flexible support to the Go KP.

We are looking for a passionate District Communications Officer for Merged Districts. The successful candidate will collaborate with the district administration in effective communication regarding various development initiatives under Qabail Led Development (QLD) and other schemes. The candidate will also engage with the local communities to assess the impact of these initiatives on their lives. The candidate will contribute to improving the lives of people living in some of the most underdeveloped areas in Pakistan. The candidates will collaborate with the district administration, community elders, Civil Society Organizations(CSOs), religious leaders to endorse the Water, Sanitation and Hygiene (WASH) campaign and play a role in its dissemination.

  • Coordinate with the local Administration (Deputy Commissioners, elected representative, line departments) and local Qabail community for strengthening understanding and trust between both the stakeholders.
  • Build local community forums of various types, e.g., elders, youth, educationists and teachers, businesspeople and traders, etc.
  • Help formulate the SOPs, and norms for the various local community forums after proper consultation with the forum members.
  • Build and maintain contact and local forum members database for sharing with all stakeholders.
  • Arrange and organize interactive discussion events between the local administration and community/ community forums.
  • Develop quarterly interactive sessions calendar, agendas, and venues for all stakeholder’s information.
  • Note-taking and record-keeping of every event and discussion forum organized. Convert the minutes and notes into a reporting template for knowledge management.
  • Follow-up on key discussion pointers with both the local administration and local community.
  • Assist local administration with content development and community messaging.
  • Help with local research data collection, when required, to help collect evidence leading towards research and communication feedback loop.
  • Develop monthly awareness sessions calendar and venues for all sessions.
  • Conduct the Focus Group Discussions (FGDs) with the community on the WASH practices and share the findings that can be assembled who influence pratices at home and outside, and hold events for in person dissemination of messaging .
  • Arrange and organize sessions on WASH with the communities and disseminate messaging on WASH and COVID-19.
  • Assist the StratComs team with content development and community messaging on WASH.
  • Conduct the WASH practices survey and share the existing constraints to the people of the MA and identify the practicality of the advice to MA residents so they can adopt practical measures that is relevant to their circumstances.
  • Help with local research data collection, when required, to help collect evidence leading towards research and communication feedback loop.
  • Engage with local journalists and news outlets.
  • Develop stories of the work done
  • Any other duties as assigned.


  • Bachelor’s or master’s degree, preferably in a relevant field to communications (though field not essential).
  • Strong communications skills (any reporting skills and experience of communication at the district level preferred but not essential).
  • Ability to present and disseminate information for the common understanding of the local communities.
  • Proficiency in English, Urdu, and local Pashto dialects.
  • Fresh graduates are encouraged to apply, as are candidates with experience.
  • The residents of the Merged districts will be preferred .
