Job Description

JOB CONTEXT Handicap International is an independent and impartial international Humanitarian organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. Handicap International is present in Pakistan since 2005, in response to the earthquake. From then, Handicap International has implemented firstly emergency activities, leading to a longer term strategy implemented since then. The intervention of Handicap International is therefore declined under three main axes: Conflict response (ongoing since 2009) - KPK - - Direct response to the basic and specific needs of the vulnerable persons through mobile units: o Provision of essential basic items / NFI mitigating their vulnerability o Provision of specific items with regard to specific needs, including protection items o Establishment of psychosocial support, specifically targeting the vulnerable persons - Provision of safe and accessible water and sanitation (WASH) facilities for vulnerable persons with restricted mobility, through modification of the existing facilities and building of new facilities - Child Friendly Inclusive Spaces (Child Protection) Flood response (ongoing since august 2010) - KPK and Sindh- - Improve the access of affected population to safe water and sanitation facilities - Shelter construction and repairs - Cash for work to support the repairs/cleaning of drainage system and dewatering/cleaning operations - Disability and Vulnerability approach Development activities - Community-based inclusive disaster preparedness (starting, one year project) GLOBAL OBJECTIVE OF THE POSITION In close collaboration with the KPK Base Manager, Base Coordinator will: - Manage a team of base logistician , Field Admin assistant & Store keeper - Ensure efficient communication and strong linkage between logistics, admin and Program staff in order to facilitate the implementation of HI project in targeted area. - Ensure safety and security for all staff on the base in close coordination with security department and KPK Base Manager. - HI representation at various platforms in his targeted area, to enhance Internal & External coordination keeping Base Manager in Loop. - Support Base Logistician & Field admin in carrying out their activities. - Housekeeping of the base. RESPONSIBILITIES 1. Ensure strong links (coordination) between Project Officers, Team leaders, Base logistician & Field admin in order to facilitate HI programs implementation - Ensure coordination as well as pro-active link between Program & Support staff. - Enhance internal coordination within the bases by ensuring a smooth communication flow. - Ensure efficiency and consistency of two way communication channel (from the coordination to the KPK Office and reverse). - Be the focal point for all relevant information and communication coming from the base or from stakeholders. 2. Base Management (Coordination, Supervision and Reporting of all support activities happening on the base) - Management of the 3 Team members (Base logistician, Field admin & Store Keeper): o Supervises, evaluates and supports the 3 team member in their daily activities o Create an effective framework by scheduling activities, leading meetings, anticipating the needs of the base. o Propose action plan according to global planning. - Support the Base logistician & Admin in the daily problem solving issue. - Ensure coordination meeting with all base staff on a regular basis and make sure that the meeting minutes and action plan are prepared, updated and shared.(weekly & Monthly coordination meetings) - Coordination and supervision of the base logistician & Field Admin duties & responsibilities: o All logistic tasks done by the Log Base (Purchase, fleet management, procurement, purchases) o All representation tasks (meeting minutes, planning) by Base coordinator o All security tasks will be handled by base coordinator o All Admin & HR matters will be managed by Field Admin. 3. Safety & Security. - Responsible for implementing safety & security polices (follows up the situation, gather information, attends security meetings, make sure the security rules are respected) on the Base in coordination with Security Department and Base Manager. - Ensure security and safety measures are well established on the Base. - Ensures the follow-up of the security context through local channels and official contacts with coordination of Base Manager. - Prepare incident reports and incident mapping. - Base Coordinator will also be responsible for identifying new buildings, opening new offices in his area & to deal with owners of premises. 4. HI representation - Field BCs will make close linkages at district level, with governmental authorities, local community elders, NGOs & INGOs all other stake holders. - To enhance coordination with District administration to carry out the NOCs matters smoothly. - Centralize and share with coordination all relevant documents/ information from district authorities. - Focal point to deal any issues with authorities in District with coordination of Base Manager. 5. Reporting - Collect, analyze, and compile all the base monthly report (security, log & Admin reprts) and share them with Base Manager KPK. 6. General - Any special assignment given by Line Manager - Receiving regularly reports from support team and after compilation sharing them with Line Manager. - Submitting monthly action plan to Line Manager and after approval executing the activities accordingly. - Act as a team player - Report any incident to the line management HIERARCHICAL RELATIONSHIPS Line manager: KPK Deputy Field Coordinator Line manager+1: Field Coordinator Supervision: - Base logistician, Field admin & Storekeeper FUNCTIONAL RELATIONSHIPS - Administrator KPK - Logistician KPK - Program Officers - Deputy Security Advisor

Job Specification

REQUIRED PROFILE Education - Master degree in Administration, Master in Management Sciences or equivalent Languages - Written and spoken Urdu - Written and spoken English Experience - At least 3 years of experience in a similar position including administration, logistics, security and human resources management - Working experience with an international organization would be appreciated Skills - Strong capacities to undertake multiple tasks and to prioritize - Good capacity to analyze the context of intervention, especially as far as security-related issues are concerned - Good knowledge of the local culture - Good communication skills (oral and written) in the local language of the working area - Good computer skills (word, excel) Personal qualities - Integrity and transparency, strong adherence to rules and procedures - Independence from local politics and other possible pressures - Great capacity of adaptation, used to work in multicultural contexts. - Dynamism and motivation. - Sound problem-solving skills and ability to resolve interpersonal conflicts. - Capacity to work both as part of a team and autonomously.
