2. JOB PURPOSE:
Study, review and develop conceptual plans and scope of works for providing power generation to meet customer demands based on optimal factors of power system capacity and utilization factors. (Job impacts all equipment involved in the process of electric power from the generating plant to the Distribution System and or to the bulk supply customers end).

4. KEY ACCOUNTABILITIES:
Studies and Reviews:
Conduct studies and review proposals relating to upgradation of Power Generation facilities and building new installations with respect to cost feasibility, system reliability etc. and submit to Superintendent for approval and further handling.
Coordinate with external consultants engaged for system studies and analysis.
Cost effective proposals on power generation projects.
Master Plan for Power Generation:
Developed Areas: Coordinate with Demand Forecast Department and contribute information / data based on new and anticipated customers to develop an annual plan for inclusion in the Master Plan (5 & 15 years) and update it regularly.
Undeveloped Areas: Coordinate with Specialist Power Transmission and develop conceptual plans for new proposed area.
A techno commercial feasible plan plan which always meets demand growth
4. KEY ACCOUNTABILITIES (continued):
Data Base Management & Asset Utilization:
Develop and maintain a database of existing power generation facilities, capacities and optimal utilization benchmarks.
Study and analyze Power generation system loading to determine peak and low values versus the utilization factor and recommend how to relief peak loads and optimally load low loaded equipment. and prepare conceptual design and brief scope of work and costing.Readily available database.
Optimal distribution of power loads to maximise plant utilisation.
Utility Request Management :
Industrial Customers: Coordinate with Demand forecast department to plan for meeting the demand of major customer, conduct feasibility study and develop conceptual designs for tying into the Marafiq utility system and submit the designs to supervisor for approval. Customer requests are serviced in pre defined time frame
Coordination with RC/Customer/Marafiq Internal Dept:
Royal Commission: Coordinate with the RC Engineering Department to develop final scope of works and participate in the kick-off meeting with the parties concerned.
Marafiq: Prepare conceptual design and scope of works and preliminary costing then hand over project to Projects and Design Department.
Customer: Coordinate with customers technical consultant to develop conceptual designs and scope of works and participate in the kick-off meeting and then transfer the job to the Projects and Design Department.
Residential Lots: Coordinate with developer for preparation of conceptual design of the utility infrastructure within boundaries of the proposed lot.
Effective co-ordination and relationships with concerned stakeholders.
Positive feedback from all concerned stakeholders
Business Unit Capex Proposal Evaluation:
Conduct a techno-commercial evaluation of business unit Capex proposals and advise Management on justified CAPEX.
Follow up for their approval.
Cost effective techno-commercial evaluations of CAPEX proposals.
To develop & keep updated Management Information System giving key Technical Data helpful for Business decisions.
Timely and Accurate reports

Recommend improvements to departmental procedure and direct the implementation of instructions and controls covering a specific area of Planning for Power generation so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers.Compliance with procedural and legislative requirements.

5. JOB CONTEXT:
The position reports to Superintendent, Power Planning. The jobholder is primarily responsible to study, review and develop conceptual plans and scopes of work for providing electric power to new customers and/or existing customers seeking expansion. The jobholder is challenged to determine the optimal balance between capacity and utilization of equipment. He is also charged with developing optimal designs for developing effective power tie-in points in the designated areas.

7. FRAMEWORKS, BOUNDARIES, & DECISION MAKING AUTHORITY:
No financial authority for the position.
Work according to established procedures and make decisions relating to provision of service to customers and approval of minor deviations from the conceptual plan or scope of work and simultaneously inform Superintendent.
Refer major decisions to the Superintendent for approval and further handling.
8. QUALIFICATIONS, EXPERIENCE, & SKILLS:
University degree in Electrical or Mechanical Engineering .
7 years engineering or facilities management experience in a heavy industrial or utilities environment.
Experience of managing/costing projects involving electrical, mechanical and civil engineering disciplines.
3 5 years engineering/facilities planning experience within the power Generation industry.
Skilled in the use of engineering planning software and demonstrating capability of making optimal use of the software to achieve assignment requirements.
Detailed knowledge of facilities management/planning techniques and philosophy.
Sound understanding of power generation operational processes.
Up-to-date knowledge of power generation technology.
Skilled in estimating project resource requirements (manpower, materials, financial).
Broad understanding of project cash flow management techniques.
Ability to develop a capital plan based upon an understanding of current assets and their condition.
