Job Description
The Monitoring and Evaluation Specialist is responsible for developing systems for monitoring and evaluation (M&E) that meet the needs of EPDC programs and all stakeholders in EPDC’s work. This includes setting up procedures for data collection and analysis as well as creating mechanisms and formats for both internal and external reporting. It also includes the development of indicators and tools that enable EPDC to measure the impact of its work. The specialist will work with EPDC program staff to design and institute a specific monitoring and evaluation plan for all existing and new programs, based on the new M&E system. The specialist will also be responsible for training EPDC staff and partners in M&E practices, in general, and EPDC’s procedures, in particular. S/he will work with the marketing and communications teams to ensure that monitoring, evaluation, and reporting also supports these team’s efforts to explain EPDC’s work to people outside the organization.
Job Specification
Develop a monitoring and evaluation system for EPDC, including common impact indicators, monitoring and evaluation tools and formats, and reporting procedures and formats.
Work with program staff to develop a specific monitoring and evaluation plan for all existing programs and for all new programs.
Assist program and technical support staff in new program development, ensuring that all program proposals include clear goals, objectives, outputs, indicators and targets as well as plans and sufficient budget for monitoring and evaluation. Participate in assessments for new programs, as needed.
Train and build the capacity of EPDC staff and partners to make use of monitoring and evaluation tools and, in particular, to implement EPDC’s system for M&E.
Visit field programs regularly to ensure that M&E procedures are being carried out in accordance with plans, to provide additional monitoring support, and to conduct evaluations, as needed.
