The Technical Officer will work under the supervision of The Union’s Technical Advisor in Pakistan and in close coordination with The Union’s Senior Program Manager of the Tobacco Control Implementation Program. She/he will work to provide technical support to the Ministry of Health (MoH) and related stakeholders for effective law implementation and enforcement through system strengthening and development of a national plan which includes all elements of enforcement of Pakistan’s tobacco control laws. She/he will be a key support for the MoH and other Union grantees in enforcement projects, as well as documentation of lessons learned and helping to build capacity. She/he will work with national, provincial, and divisional level stakeholders and law enforcement counterparts to ensure strong involvement of different sectors and community in the implementation of the TC Law.
Responsibilities: Regulatory (30%)Deliverables/accountabilities:
- Provide technical support for developing a national strategy and associated action plan for tobacco control law enforcement, including any associated regulations and orders.
- Advance implementation of policy and regulations by advising MoH and other partners, participating in consultations, meetings, etc. and providing other inputs as needed.
- Develop policy-relevant enforcement profiles and status reports and provide support to maintain up-to-date information related to tobacco control enforcement.
- Provide opinion/feedback to counter tobacco industry interference and any related litigation affecting implementation of tobacco control policies.
Responsibilities:Networking and partnership (20%) Deliverables/accountabilities:
- Identify potential partners for supporting and advancing enforcement work.
- Work with national and provincial stakeholders, primarily tobacco control cells, to establish standardized coordination, monitoring and reporting systems, including the formation of national and provincial monitoring and implementation committees, and developing operational guidelines for enforcers.
- Build and maintain a stakeholder network in line with The Union’s priorities in Pakistan through one-to-one meetings and attending events.
Responsibilities:Training and Capacity Building (30%) Deliverables/accountabilities:
- Support MoH in identifying training needs and developing and rolling out a national capacity building program, with standard materials aligned with global best practices.
- Assist, contribute to, and impart trainings and capacity building programs organized by the government and The Union’s partners.
- Coordinate with The Union’s Global team to collate, document and disseminate good practices related to TC Law implementation and enforcement.
- Develop and manage a knowledge base of technical resources and materials related to tobacco control enforcement.
Responsibilities:Coordination and Implementation (20%) Deliverables/accountabilities:
- Provide hands-on support to partners in their efforts to ensure system building at sub-national level according to national and provincial frameworks and improve compliance through effective implementation of the law.
- Support the monitoring and evaluation of the progress of enforcement and identify gaps that need to be improved.
- Support MoH and other partners in development, implementation, and monitoring of communication plans to support better TC Law compliance.
- Contribute to projects’ planning, development, and implementation in alignment with The Union’s strategies on TC Law enforcement.
- Provide project management support to The Union’s team for monitoring and reporting of the projects’ progress as required.
