Job Description

A subsidiary of Pakistan Engineering Council, PICC is the single authentic source of web based construction cost data in Pakistan. Headquartered in Lahore, the institute has begun its operations with a team of dedicated professionals including contract specialists, market surveyors/inspectors, IT experts, engineers, managers and data entry operators. We are looking to fill the position of Chief Engineering Analyst. This is senior management position and the duty station will be Lahore.

PRIMARY RESPONSIBILITIES
1.Reporting to Executive Director PICC, Chief Engineering Analyst will provide overall technical leadership in a web based environment to PICC's Engineering team.

2.The CEA will be directly responsible for managing and supervising the PICC staff including Deputy Chief Analysts, Quantity Surveyors, Project Managers, Specialists and other relevant staff and/or consultants

3.Under the guidance of Executive Director PICC, the CEA owns the technical baseline for the PICC products and services and provides the vision for how the products/services will be specified, developed and tested.

4.Communicating with manufacturers, suppliers, vendors of all construction inputs and deriving market rates on each month for hoisting to the PICC website.

5.Responsible for relationship with stakeholders and timely delivery of outputs activities

6.Manage and supervise performance of respective teams of individual engineers, quantity surveyors or other relevant personnel

7.Should have strong skills in the Project Management and Rate Analysis tools.

8.Having proactive, strategic, forward-thinking team player capable of working with multiple business and technical areas to achieve optimal solutions.

9.Ability to make presentations to both technical and non-technical audiences.

10.Any other relevant tasks assigned by the Executive Director.

Job Specification

1.Minimum Bachelor's degree in Civil Engineering with preferably MBA or a Masters degree in Project Management or related discipline.

2.Minimum 15 years of work experience in Project Management, Contract Administration, Cost Engineering, Quantity Surveying, Construction Management and FIDIC with reputed organizations. Preference will be given to the person who is/ was actively engaged in preparation of Schedule of Rates for all type of construction inputs.

3.Should have thorough knowledge of software applications being widely used in construction industry, particularly in web based environment.

4.Strong Project Management skills and high proficiency in IT application are required.

5.Should be familiar with web based environment and related software products.

6.Self motivated and proactive with strong analytical and design skills

7.A keen planner and leader with strong communication and interpersonal skills; demonstrated ability to work well with people from many different disciplines with varying degrees of technical experience.

8.Ability to work effectively in a fast-paced, stressful environment. Must be flexible, willing to perform other duties and work irregular hours.
