Job Purpose
The Pakistan National AIDS Consortium (PNAC) is a network of 5 provincial/regional NGO networks throughout Pakistan. PNAC was founded in 2000 and is constituted of the Punjab AIDS Consortium (PAC), the Sindh AIDS Network (SNNHA), the Balochistan AIDS Network (BAN), the Northwest Frontier Province AIDS Consortium (NAC), and the Northern Areas AIDS Control Consortium (NAACC). Each provincial/regional consortium represents member NGOs, who work to prevent HIV/AIDS in Pakistan and/or to provide care and treatment for people living with HIV/AIDS. PNAC does not currently have members, but instead represents the provincial/regional consortia at the national level and in the future will provide support and services, through a professional staff, to the provinces.
In 2004, the European Commission (EC) and DFID funded a project entitled 'Building-Up Rights-Based Approaches to HIV/AIDS in Pakistan: A National Civil Society Capacity Building Project.' Commonly known as the TAMEER Project, this programme aims to radically enhance the capacity of HIV/AIDS NGOs and to help them be effective and enduring partners in public-private sector partnerships fighting HIV/AIDS. This includes enhanced governance, as well as strategic, organisational, technical and project identification and management capabilities, and increased joint planning and coordination. The TAMEER Project is being Implemented by Pakistan National AIDS Consortium (PNAC), other partners include Interact Worldwide Pakistan (IWP), KIT Health of the Netherlands, AIDOS from Italy, and the Centre for Population Studies of the London School of Hygiene and Tropical Medicine
This post requires a highly dynamic individual who will build support for and lead the development of the Provincial/Regional AIDS Consortium/Network office, under the supervision of the Consortium/Network governing body and in consultation with PNAC, with a specific focus upon the inception and implementation of a new provincial-scale public-private sector partnership project with the Provincial AIDS Control Programmes. Essential facets of the role include working closely with the governing body of Consortium/Network, hiring and training professional and support staff, establishing the provincial staff, supporting the personal development of the Consortium/Network staff, assessing and providing / managing high quality capacity building inputs member NGOs, advocating on behalf of the Consortium/Network and PNAC at the provincial level, building knowledge management into the Consortium/Network's work, and overseeing the ongoing development of AIDS networks in the province and in Pakistan
Main Responsibilities
With guidance and support from the governing body of the Provincial/Regional Consortium/ Network:
- Lead the inception and management of the Provincial/Regional Consortium/ Network office
- Oversee the implementation of the TAMEER project
- Manage the Provincial/Regional Consortium/ Network staff and provide personal development support to team members
- Represent, build support for and lead the development of the Consortium/ Network, including developing new areas of work and building up the team as appropriate, in due course.
- Oversee reporting to PNAC and donors in compliance with requirements.

Main Areas of Work

1. Lead the inception and management of the Consortium/Network office
- Overall leadership of the Provincial/Regional Consortium/ Network office with responsibility (often in consultation or collaboration with the National Manager and/or PNAC executive body) for hiring, training, and supervising staff; establishment and equipping/setting up of office; assistance with registration of Provincial/Regional Consortium/ Network with the Government; creation of internal systems in accordance with PNAC rules and regulations, policies, and procedures; preparation of budgets, reports, and publications; management of physical and financial assets; organising activities; and leading and inspiring staff
2. Oversee the implementation of the TAMEER project
- Participate in TAMEER project planning and ongoing project development
- Assist with TAMEER project research, as requested
- Serve as liaison with executive body, including disseminating information to them, collecting information from them, soliciting feedback, negotiating, and seeking consensus
- Ensure high-quality project implementation through management of staff and effective liaison work with network NGOs, executive body and PNAC.
- Oversee the provision of technical assistance by Consortium/Network staff to member NGOs and in the SGP, as requested or needed.
- With Consortium/Network staff, organise and implement provincial -level advocacy activities on behalf of and with the participation of PLWHA, Consortium/Network executives, and member NGOs around the province
- Provide information to PNAC for the production of a quarterly TAMEER project newsletter
- With the PNAC Training Coordinator and Consortium/Network executives, organise provincial/regional trainings and workshops
- With Consortium/Network M&E Officers, ensure M&E process is conducted smoothly and on schedule
- Participate in the Small Grants Programme process and assist PNAC as requested; with Consortium/Network, ensure that all SGP partners submit timely, accurate, and high-quality narrative and financial reports
- With PNAC oversee knowledge management processes, including the production of project publications and a project website
- Participate in any programme audits scheduled by the donor or the lead partner
3. Manage the Consortium/Network Staff and Provide Personal and Team Development
- Identify your own personal training and career development needs and ways to address them, in conjunction with the executive body.
- Manage, motivate, facilitate and support the personal development of your team, including through appraisal. In due course, expand and develop the team, as appropriate.
- Provide recruitment, mentoring and personal and organisational development support to the member NGOs and SGP partners
4. Represent, Build Support for and Lead the Development of Consortium/Network
- Complete all requirements relating to the establishment and maintenance of Consortium/Network (including registration or re-registering) and maintain awareness of government policy and requirements in this regard.
- Represent Consortium/Network, including legally and in terms of financial accountability, procurement and contracting, as required.
- Maintain awareness of government's, key donors' and other stakeholders' policy priorities, procedures, and technical approaches in relation to HIV/AIDS.
- Raise Consortium/Network's profile in province, Pakistan, and the region and mobilise resources to support ongoing work and new programmes
- With the executive body, help to identify and develop strategic priorities and operational plans for the management of the Consortium/Network, in consultation with PNAC, other stakeholders, and Consortium/Network staff
4. Reporting, Information Provision and Liaiso
- Ensure transparency and accountability within Consortium/Network.
- Ensure timely and accurate PNAC and donor reporting, in accordance with reporting requirements and donor contract obligations, including reporting by SGP recipients
- Contribute to ensuring adherence to systems and procedures operating in and between Consortium/Network and PNAC, and to the ongoing development and implementation of best practices within Consortium/Network and across the member NGOs.
- Ensure annual audits and the production of high-quality annual reports
5. In Addition:
- Undertake business travel, as required.
- Undertake any other activity that contributes to the smooth running and development of PNAC

Job Specification

The candidate must have master degree in social or health science or MBBS, should have good command over written and spoken English and the ability to use MS Office applications. Experience in Development Sector will be considered a plus. This position involves traveling in provinces/regions of Pakistan. This is an exciting opportunity with excellent growth prospects
